After creating a drawing in model space and starting a new layout, I`ve created 4 viewports in paper space. After saving the drawing and opening later, I can not click inside the viewport to move around (Pan zoom etc) When I click in the
viewport all it does is bring up the last command in the command window.
Ucsfollow set to zero, all viewports not locked.
Thanks for any help on this..........(Just have never done much in setting up layouts.....)

Normally you double-click with the left button to get inside a viewport.
or
you can select a viewport and click on the word PAPER to change it to MODEL
at the bottom of the AutoCAD program window.
or
Select a viewport then type PSPACE to get into it.

It would appear from your description you are simply right-clicking once.

Actually no..........I`am using the left button..........1 click inside the
viewport
brings up the last command 2 clicks inside the viewport causes everything
to go back to model space........

It's not supposed to bring up a command with one left click: do you have
your mouse software set to do something perhaps?

The drawing works fine on my PC.

You have 2 small viewports within the
area of the big viewport.
By clicking inside the small viewport you actually
click inside the big one too.
In order to select one of the small
viewports in MODEL you have to
use ctrl+R to cycle through all active viewports
until you select the one you want.

Thats IT !

I guess may problem was I was not aware that the layout itself was a viewport (I should have know) and it appears
that ctrl-r is the only way to select the viewports inside the larger, just clicking inside the smaller ones, does not select them.

It's not, but AutoCAD sometimes creates a viewport for you the first time
you go into a layout. If you don't need it, delete it.

Your absolutely right !
Indeed that was part of my problem.......Delete the large
viewport created by Acad.......and now I`am able to
click into each viewport........
